PRINCE2 - Projects IN Controlled Environments
A structured, process-based project management methodology originally developed by the UK government.
PRINCE2 (Projects IN Controlled Environments) is a structured project management methodology that provides a process-driven framework for managing projects through defined stages with clear roles, responsibilities, and decision points. It is one of the most widely used project management methods globally, particularly in the UK, Europe, and Australia.
Origins and History
PRINCE was originally developed in 1989 by the UK Central Computer and Telecommunications Agency (CCTA) as a standard for IT project management in UK government. It was based on PROMPT II, an earlier project management method developed by Simpact Systems in 1975 and adopted by CCTA in 1979. PRINCE2, a major revision that generalized the method beyond IT projects, was published in 1996. The methodology was refreshed in 2009 to simplify and streamline the guidance, and PRINCE2 6th Edition was released in 2017. Ownership passed from CCTA to the Office of Government Commerce (OGC) and then to AXELOS (a joint venture of the UK Cabinet Office and Capita). PeopleCert acquired AXELOS in 2021 and now manages PRINCE2 certification and content. PRINCE2 Agile, published in 2015, adapts the framework for agile delivery environments.
Core Structure
PRINCE2 is built on seven principles (continued business justification, learn from experience, defined roles and responsibilities, manage by stages, manage by exception, focus on products, tailor to the project environment), seven themes (business case, organization, quality, plans, risk, change, progress), and seven processes (starting up, directing, initiating, controlling a stage, managing product delivery, managing stage boundaries, closing). The Project Board provides governance and makes key decisions. The Project Manager manages day-to-day activities within tolerances set by the Board.
Practical Applications
PRINCE2 is widely used in UK and European government projects, regulated industries, and organizations that require formal governance and audit trails. It provides clear escalation paths, stage-gate decision points, and documentation standards that support compliance-heavy environments.
